RFP Payroll HR Services 2026

Columbia County, Oregon, is seeking proposals from qualified firms to provide Human Resources and Payroll services. The selected firm will be required to provide services including payroll administration, human resources management, benefits management, and data security. The firm will need to have experience in providing these services to public and private sector clients. The proposal should include a statement of qualifications, proposed services, staffing, technology, and cost information. The contract is expected to be awarded for a period of time, and the firm will be required to provide services in a manner consistent with the terms of the agreement. • The firm will be required to provide payroll administration services for approximately 210 employees on both semimonthly and monthly payroll cycles. • The firm will need to have the ability to manage multiple pay codes, special pays, deductions, taxable benefits, etc. • The firm will be required to provide human resources management services, including access to an electronic HR platform, reporting capability, and workflow management. • The firm will need to have experience in providing benefits management services, including the ability to manage multiple health plans and voluntary benefits. • The firm will be required to provide data security services, including web-based communications, electronic payments, data encryption, multifactor authentication, data storage, and contingency for continuity of service for payroll processing.
