Comprehensive Transit System Study

The Rock Island County Metropolitan Mass Transit District (MetroLINK) is seeking a consultant to conduct a Comprehensive Transit System Study (CTSS). The study aims to evaluate the existing transit network and services, establish a clear service philosophy and network design framework, and identify phased, implementable near- and long-term paths forward. The consultant will be responsible for leading the study, including project management, current network performance analysis, network design principles development, network concepts and scenario development, evaluation of network scenarios, public and stakeholder engagement, and implementation, phasing, and performance monitoring. The study will involve close coordination with MetroLINK staff and stakeholders. The consultant is expected to provide technical expertise, best practices, and peer/industry examples to support informed decision-making.
