Description

The City of Raleigh is establishing a citywide master contract for standby emergency debris monitoring services to be activated after hurricanes, floods, tornadoes, or other disasters. Qualified firms will be responsible for on‑site debris monitoring, contractor oversight, automated debris tracking, documentation for FEMA reimbursement, and related reporting. The contract is indefinite‑duration, “as‑needed,” and will be managed centrally by the Procurement Division with individual City departments issuing task orders when emergencies occur. • Scope includes monitoring debris removal, collection, disposal, and contractor activities across all Raleigh‑controlled rights‑of‑way, parks, greenways, cemeteries, and merged‑city properties. • Requires ability to mobilize quickly, support multiple concurrent activations, and provide FEMA Public Assistance documentation. • Must supply an automated debris management system (ADMS) with GPS/GIS, real‑time reporting, data security, and export capabilities. • Contract start anticipated January 1 2027; award expected December 2 2026. • Pre‑proposal virtual conference on October 8 2026 (optional). • Proposal due October 22 2026, 1:00 PM EST; questions due October 9 2026. • Evaluation will consider technical approach, past performance, financial capacity, and cost.

Budget estimate

$500,000 – $2,000,000

The solicitation does not disclose a contract ceiling. Similar municipal emergency‑response monitoring contracts in comparable U.S. cities typically range from $500,000 to $2,000,000 annually, depending on the frequency of activations, the size of the jurisdiction, and the technology package provided. Because the contract is a master‑agreement with “as‑needed” task orders, the actual annual spend could vary widely; a conservative estimate assumes a baseline of $500 k for minimal activation and up to $2 M for multiple large‑scale disasters in a year.
