Description

The Camden County Municipal Utilities Authority is seeking a single‑prime contractor to rehabilitate and upgrade eight aeration tanks and the associated plant water distribution systems at the Delaware No. 1 Water Pollution Control Facility. The work covers extensive civil, structural, mechanical, electrical, and instrumentation activities, including tank interior coating, new ductile‑iron and stainless‑steel water and gas mains, valve and pump replacement, fan and blower installations, SCADA integration, and related site improvements. The contract is a unit‑price bid with several fixed‑price allowances and requires compliance with New Jersey prevailing‑wage rules, a Project Labor Agreement, and a 12 % socially/economically disadvantaged (SED) utilization goal. • Scope includes civil earthwork, concrete pads, paving, and site‑improvement works. • Mechanical scope covers new aeration‑tank pumps, blowers, pressure‑vacuum relief valves, and extensive piping (ductile‑iron, HDPE, stainless‑steel). • Electrical & control scope includes motor‑control centers, conduit, SCADA integration allowance, and instrumentation (oxygen, hydrocarbon, DO sensors). • Contractor must furnish bid security (≤ $20 k) and adhere to NJ environmental and safety regulations. • Project timeline: substantial completion required within 475 calendar days after contract start, with liquidated‑damage provisions for delays.

Budget estimate

$5,000,000 – $10,000,000

No contract value is disclosed, but Addendum 5 notes that contracts ≥ $5 million are eligible for value‑engineering change orders, implying the award will be in the multi‑million‑dollar range. Considering the extensive civil, mechanical, electrical, and instrumentation scope—including eight large tanks, new piping, fans, and SCADA integration—a reasonable ball‑park is $5 million to $10 million for the prime contractor. Factors influencing the range include the final unit‑price bids, the amount of allowances ($295 k total), and potential value‑engineering savings.
