Description

The Colorado Department of Early Childhood (CDEC) is seeking qualified organizations to provide Promoting Safe and Stable Families (PSSF) services statewide. The goal of the PSSF program is to strengthen families and advance child safety, permanency, and well-being through evidence-based services and promising practices. Eligible organizations include local government agencies, private non-profit or not-for-profit community organizations, and tribal nations. The program prioritizes family voice, community collaboration, and measurable outcomes to support families across the entire child welfare continuum. Key services include family support, family preservation, family reunification, and adoption/post-permanency support. • The program aims to protect children, empower families, and create safe, stable, and nurturing environments that support child well-being, long-term sustainability, and resilience. • The PSSF program is a federally funded initiative managed by the Children’s Bureau under Title IV-B of the Social Security Act. • Organizations may apply for one of four funding tiers, with awards ranging from $25,000 to $250,000. • A minimum of 20% of funds must be allocated to each of the four service population areas: Family Support, Family Preservation, Family Reunification, and Adoption/Post-Permanency Support. • Organizations must demonstrate their capacity to provide services in each area, although it is not mandatory to serve families in all four areas. • The program requires a match commitment of 30% of all awarded funds.
