Description

The State of Delaware’s Division of Substance Abuse and Mental Health is soliciting proposals to operate community‑based group‑home residential services for adults with severe and persistent mental illness and/or substance‑use disorders in Sussex County. The contract is a three‑year professional services agreement (with up to two one‑year extensions) that requires the vendor to maintain a licensed, Medicaid‑certified group home, provide 24/7 clinical supervision, and deliver a full suite of mental‑health and recovery supports. Vendors must meet strict staffing ratios, provide trauma‑informed and crisis‑responsive care, and submit extensive monthly, quarterly, and daily reporting on performance and outcomes. • Operate a 5‑10 resident group home (licensed by DHCQ, Medicaid‑certified) in Sussex County. • Provide 24/7 supervision, clinical oversight (≥ 75 % clinicians), weekly psychiatrist visits, medication management, crisis screening, transportation, and person‑centered recovery plans. • Meet extensive reporting requirements (monthly usage reports, daily CRF data, quarterly subcontractor reports, annual HCBS self‑assessments) and adhere to federal HCBS, HIPAA, ADA, and state regulations. • Supply required insurance coverage, maintain all staff background checks, and ensure all work is performed within the United States.

Budget estimate

$450,000 – $5,000,000

No contract ceiling is disclosed. Typical Medicaid HCBS group‑home rates in Delaware range from $150,000 to $300,000 per year per home, depending on acuity and resident count. Assuming the vendor operates one home with 5‑10 residents, the base three‑year contract could be roughly $450,000–$900,000. If the vendor expands to multiple homes (up to the optional extensions) or includes higher‑acuity services, the total value could approach $2–5 million over the full five‑year potential term. Therefore a reasonable estimate for annual revenue is $150k‑$300k, yielding a three‑year range of $450k‑$900k, with a possible upper bound of $5 million if extensions and multiple homes are realized.
