Request for Proposals: Engineering Services for Construction Oversight and Inspection

The City of Williamsport is seeking proposals from qualified engineering firms to provide construction administration, management, and inspection services for improvements at the Arch Street, Spring Run, and Mill Race Levee Pump Stations. The project includes electrical upgrades, standby power improvements, and related construction activities critical to the City’s flood protection system. The selected firm will provide construction-phase support services, including construction administration, inspection, and federal compliance support. • The project is funded through the FEMA Legislative Pre-Disaster Mitigation (LPDM) Program. • The construction duration is anticipated to be approximately 120 calendar days from Notice to Proceed. • The selected firm must comply with all applicable federal requirements, including 2 CFR Part 200. • The firm will be required to provide weekly/biweekly progress summary emails, field reports, and other deliverables. • The City reserves the right to evaluate any potential conflicts of interest and to determine whether adequate mitigation measures have been proposed to ensure independent and objective construction administration and inspection services.
