Description

The State of Tennessee is seeking up to three statewide contracts for emergency debris‑removal services that can be mobilized within 24 hours after a disaster event. The contractor must provide full‑cycle debris removal—including mobilization of labor, heavy equipment, and materials; field operations on roads, rights‑of‑way, waterways, and private property; sorting, recycling, and disposal of all debris categories (vegetative, C&D, HHW, hazardous waste, white‑goods, e‑waste, vehicles, vessels, tires, putrescent, infectious, CBRN, waterway debris, etc.); management of Debris Management Sites (permits, set‑up, monitoring, segregation, reduction, final disposal); temporary traffic control and access‑road construction/restoration; compliance with OSHA/FEMA/USACE standards; and detailed documentation for FEMA reimbursement. The contract is a 36‑month firm‑price period (renewable twice for an additional year each, up to 60 months total) with a $1 billion estimated liability ceiling, requiring performance and payment bonds, specific insurance minimums, and a valid Tennessee HC‑H/HC‑5 (or HC) contractor license with a $1 M monetary limit. • Full‑cycle emergency debris removal for the entire State of Tennessee. • Must mobilize labor/equipment within 24 hrs of a call‑out and manage Debris Management Sites. • Requires extensive licensing, bonding, insurance, and FEMA documentation capabilities. • Up to three contracts awarded; each contract period is 36 months (potentially 60 months with extensions).

Budget estimate

$5,000,000 – $15,000,000

No explicit contract ceiling is disclosed, but the solicitation references a $1 billion estimated liability and requires extensive services across the entire state. Comparable statewide emergency debris‑removal contracts in other states typically range from $5 million to $15 million per contract for a 3‑year period, depending on anticipated activation frequency and unit‑price rates for the 58 line‑items. Assuming an average of 10 major disaster activations over three years, with average per‑activation costs of $500,000‑$1,500,000, the total potential budget would be roughly $5‑15 million. This estimate accounts for the breadth of debris types, mandatory bonding/insurance, and the need for rapid‑response capabilities.
