ON-CALL SURVEY AND/OR REVIEW SURVEY SERVICES

The City of Wilmington is establishing a master on‑call professional services agreement for survey and review‑survey work. Qualified firms will be pre‑qualified now and later compete for individual task orders that cover a broad suite of surveying activities, from ALTA/NSPS boundary surveys to hydrographic, GIS data collection, wetland delineation, utility location, and elevation certificates. The contract runs for three years (renewable up to two additional years) and each task order will be negotiated on a fixed‑fee basis. The solicitation emphasizes FEMA‑funded projects and includes extensive federal compliance requirements, insurance minimums, and a good‑faith effort to involve DBE partners. • Scope includes land‑title, topographic, construction, hydrographic, GIS, and utility‑location surveys, plus review of survey deliverables. • Firms must hold North Carolina surveying licenses, meet $1 M insurance limits, and submit a 25‑page Letter of Interest with resumes and qualifications. • Evaluation weighted toward team qualifications (30 %), past performance (25 %), and capacity (15 %). • Up to 4‑5 firms are expected to be awarded the master agreement; firms may also act as subcontractors on other prime bids.
