Mitigation Planning Services

The State of Wyoming is seeking a contractor to provide planning and consultation services to update and receive FEMA approval of the Wyoming Region 4 and Wyoming Region 6 Hazard Mitigation Plans. The contractor will be responsible for providing a dynamic, living planning document that describes potential hazards, vulnerabilities, and strategies to reduce short-term and long-term risks to life, property, and the environment. The scope of work includes updating the plans to meet the requirements outlined in 44 CFR Part 201 and the most current FEMA plan guidance available, and delivering a draft plan to FEMA at least 45 days in advance of the current plan expiration dates. The contractor will also be required to provide biweekly progress reports, attend status and quality review meetings, and maintain a control change process with all changes approved through the Agency. Some key points to consider: * The contractor will be required to have experience in hazard mitigation planning and a proven track record of delivering similar projects. * The contractor will need to provide a comprehensive project management plan, including staff organization structure, progress reporting, and internal control procedures. * The contractor will be required to identify a single point of contact for all contract management activities and provide a project manager who will be responsible for the project. * The contractor will need to provide a detailed work plan, including milestones, deliverables, and personnel hours of effort. * The contractor will be required to provide a cost proposal, including a total fixed price for the contract, and a breakdown of costs for each deliverable.
