First Mile Last Mile Services for Jefferson County

The Jefferson County Purchasing Department is soliciting proposals from qualified entities to provide First Mile Last Mile (FMLM) services in support of the County’s newly established Public Transit system. The selected contractor will be responsible for coordinating volunteer-driver transportation that connects passengers to and from designated County bus stops, thereby improving access to public transit for residents whose origins or destinations are not within convenient walking distance of a fixed route. The contractor will provide operational, technical, and administrative services necessary to implement and sustain First Mile Last Mile service in compliance with all applicable County, State, and Federal requirements. Some key responsibilities of the contractor include: • Scheduling and dispatching First Mile Last Mile trips using volunteer drivers • Coordinating with the County’s bus operator to ensure that accessible vehicles equipped with wheelchair lifts are available when required • Maintaining accurate service records, including the number of trips provided, dates of service, pickup and drop-off locations, mileage, and purpose of travel • Providing responsive customer service and resolving passenger transportation requests • Preparing and submitting complete and timely monthly invoices with supporting documentation • Tracking year-to-date expenditures and remaining program funds to ensure fiscal compliance • Advising the County, the Mobility Manager, and the Planning Department on recurring high-volume pickup or drop-off locations that may warrant consideration as future fixed-route stops • Ensuring compliance with ADA, Title VI, FTA, NYSDOT, and Jefferson County policies and requirements
