The Kansas Department of Education is seeking a vendor to provide measurements of individual students' reading ability and mathematical achievement, as demonstrated on the state summative assessments. The vendor will provide a scientific approach to measuring a student's reading ability and mathematical achievement, and will provide access to online resources for students, parents, and teachers. The contract will be for a period of 5 years, from July 1, 2026, to June 30, 2031. The vendor must have significant experience providing these services to state education agencies.
• The measure should be linked to English Language Arts and mathematics scale score on the Kansas state summative assessments.
• The measures should appear in reports that are sent home to parents and reports that are provided to the current grade-level teacher and/or the next grade-level teacher.
• The measure will be added to individual student score reports and used in peer review for summative assessment approval.
• Measures for math should be included in reports shared with families to assist with identifying math resources that align with their student's ability, as well as with the student's current and/or next grade-level teacher.
• To monitor whether a student is “on track” to be college and career ready after Grade 12, the student's measure should also be interpreted with a long-term perspective on growth, using a growth model.
