Solicitation for Commissary Services

The Essex Sheriff's department is seeking proposals for Commissary services to include kiosks, orders for commissary items, debit cards, and inmate account management, and potentially tablets and vending services. The contract is for one year, with the option to extend for an additional year. The selected vendor will provide a fully integrated commissary solution, including ordering, payment processing, inventory management, delivery, and customer service. • The vendor must provide a weekly commissary ordering system via housing unit kiosks • The vendor must maintain kiosks stocked and operational 6–7 days per week • The vendor must package orders in clear, heat-sealed bags and deliver orders on a consistent weekly schedule • The vendor must provide receipts and obtain inmate signature confirmation • The vendor must ensure order accuracy and manage discrepancies at no cost
