STC EMPLOYEE ASSISTANCE PROGRAM (EAP)

The State Fiscal Accountability Authority is seeking a qualified vendor to design, implement, and manage an Employee Assistance Program (EAP) for its staff. The program will provide confidential counseling, crisis intervention, referral services, and wellness resources aimed at improving employee well‑being and productivity. The contractor must deliver a full suite of services, including initial needs assessment, ongoing case management, and regular reporting to the agency. • Develop and deliver confidential counseling and mental‑health services (in‑person, telehealth, and phone) for all state employees. • Provide crisis response, substance‑abuse assistance, and referrals to community resources. • Conduct program outreach, training sessions, and annual utilization reporting to demonstrate impact. • Manage program administration, vendor contracts (if any), and ensure compliance with state regulations and privacy standards.
