USAccess Federal Identity Materials Program (FIMP)

The General Services Administration (GSA) is seeking industry input on capacity, innovation trends, and competitive solutions to modernize credential production, improve operational resilience, and explore alternative credential form factors for the Federal Identity Materials Program (FIMP). The program supports the USAccess shared service, which provides credential issuance for over 120 federal agencies. Key objectives include modernizing credential production, improving resilience and cost-effectiveness, expanding innovation pathways, and maintaining seamless integration with government enterprise systems. Respondents are asked to provide information on their proposed solutions, experience supporting federal HSPD-12/PIV programs, and capabilities in areas such as security, innovation, and supply chain risk management. • The FIMP provides various cardstock products and services, including blank cardstock, personalization services, test cardstock, and technical/engineering support. • The program aims to deliver secure identity credential products/services that maintain or exceed current HSPD-12/PIV operational outcomes. • Respondents are encouraged to provide innovative solutions that improve security, durability, speed, or user experience compared to standard PIV card production. • The GSA is seeking input on industry capabilities and emerging technologies to inform acquisition planning and refine technical requirements.
