Long-Term Pension and Other Post-Employee Benefits (OPEB) Actuarial Projection and Risk Analysis

The County of Butte is seeking a firm to perform comprehensive actuarial modeling and analysis of the County's pension and other post-employment benefit (OPEB) programs. The selected consultant will be responsible for providing actuarial valuations, financial reporting support, and forward-looking analysis necessary to support the County's financial reporting and long-term funding strategies. The scope of work includes OPEB services, pension services, pension and OPEB projections and analysis, and general consulting and support. The contract is expected to be for three years with an option to extend for an additional one to two years. • The County participates in the California Public Employees' Retirement System (CalPERS) for pension benefits and provides other post-employment benefits (OPEB) to eligible retirees. • The County requires a more comprehensive, long-term analysis to support financial planning, policy development, and risk management. • The selected consultant will be required to enter into a contract with the County for the services requested in this RFP within a reasonable time after award. • The contract will include terms appropriate for this project, including completion of the project within the timeframe provided, no additional work authorized without prior written approval, and no payment without written approval.
