Description

The City of Superior is seeking qualified professional consultants or teams to provide comprehensive planning, public engagement, interpretive development, and landscape/site design services for the Wisconsin Point Cultural Connections Project. The selected consultant will develop concept‑level designs for a boardwalk/trail connection, stopping points, and related site features, and produce fabrication‑ready designs for interpretive signage. This is a qualification‑based selection funded by a $100,000 EPA grant, and no cost proposals are required. • Scope includes planning, community outreach, interpretive design, and landscape architecture. • Requires multidisciplinary expertise (planning, design, engineering, interpretation). • Funding source: U.S. EPA Great Lakes Restoration Initiative grant; selection based on qualifications only. • Deliverables: concept‑level design, detailed signage design ready for fabrication. • No fees or cost proposals shall be submitted; evaluation solely on qualifications.

Budget estimate

$80,000 – $100,000

The solicitation notes a $100,000 EPA grant funding the project; typical consulting fees for planning, design, and interpretive services on a project of this scale range from 75% to 100% of the grant amount after overhead and subcontracting. Assuming the consulting firm retains 80‑90% of the budget, the expected budget would be roughly $80,000–$100,000. Factors influencing the range include the scope of multidisciplinary work, level of detail required for signage fabrication, and any subcontracted specialists.
