FY27 EMERGENCY EXTENSION for: Quality Improvement and Utilization Management

This contract is an emergency extension of the State of Illinois’ Quality Improvement Organization (QIO) services, aimed at maintaining continuous utilization management, medical‑necessity reviews, and quality‑assurance activities for the Medicaid program. The extension runs from late October 2026 through the end of March 2027, providing a bridge while a competitive solicitation is developed. The awardee, Keystone Peer Review Organization (Acentra Health), will continue to conduct inpatient and outpatient utilization reviews, support a web‑based referral/authorization platform, and perform provider outreach, training, and reporting in compliance with 42 CFR Part 476. The estimated value of the extension is $750 K, and the procurement was conducted as an open‑market, non‑set‑aside award.
