The City of Santa Barbara is seeking a qualified nonprofit (or other eligible) service provider to operate a 24/7 emergency shelter at 816 Cacique Street, with up to 100 beds and the ability to add 50 additional beds during inclement weather. The provider must deliver comprehensive shelter services—including meals, case management, health‑linkage, legal assistance, mail services, and transportation coordination—and must integrate with regional homeless‑service systems while maintaining full compliance with building, health, fire, ADA, and safety regulations. A designated Project Manager will serve as the single point of contact for reporting and invoicing. The contract is for an initial three‑year term beginning 1 July 2026, with two possible one‑year renewals.
• Operate a 24/7, low‑barrier emergency shelter (up to 100 beds, +50 surge capacity).
• Provide on‑site supportive services: case management, health‑and‑mental‑health linkages, legal/ID assistance, meals, mail handling, transportation support, and optional daytime programming.
• Must staff a Project Manager, safety personnel, and qualified case managers; meet training (trauma‑informed, cultural competency, harm‑reduction) and reporting (HMIS, quarterly outcomes) requirements.
• Submit a detailed, itemized budget and demonstrate financial stability, past performance, and capacity to start operations by 1 July 2026.
