Description
Missoula County is seeking a comprehensive emergency communication and mass‑notification platform that will serve internal staff (≈1,000 employees across up to 25 campuses) and optionally the public (≈120,000 residents). The solution must be cloud‑based (or locally deployable) SaaS with desktop client, iOS/Android apps, robust alerting, geofencing, accountability, secure document storage, and drill/testing tools. Critical integrations include Workday HCM for employee data, Delta Controls building‑automation triggers, the county 911 center, and the Avaya PBX (SIP). The vendor must meet strict security, accessibility (WCAG 2.1 AA/Section 508), and data‑ownership requirements, complete the Exhibit A Cloud‑Based Solution Checklist, and provide training and ongoing support. The contract may run up to seven years with annual billing, and the internal system must be operational by 25 Sep 2026.
