Description
The Dallas County Hospital District (Parkland Health) is seeking a qualified Third‑Party Administrator (TPA) to manage its retirement‑plan portfolio, which includes multiple Defined Contribution (DC) plans (401(a), 403(b), 457(b)) and two Defined Benefit (DB) pension plans. The contractor will be responsible for full‑cycle plan administration, participant data maintenance, transaction processing, compliance testing, reporting, and liaison with the district’s payroll and benefits systems. The contract is structured as a three‑year base period with two optional one‑year extensions, and the vendor must meet extensive security, insurance, and M/WBE requirements.
• Provide end‑to‑end administration for DC and DB plans – enrollment, loans, distributions, QDROs, and beneficiary updates.
• Deliver quarterly participant statements, management reports, and ad‑hoc data extracts within the performance windows set out in the Statement of Work.
• Maintain compliance with HIPAA, NIST, PCI‑DSS, and Texas public‑information statutes; support 24 × 7 × 365 help‑desk operations and meet strict breach‑notification timelines.
