Description
The U.S. Embassy in Antananarivo, Madagascar is seeking a contractor to provide Central Alarm Monitoring Services for 32 residences. The contractor will be responsible for providing alarm installation and maintenance services, as well as monitoring the Central Alarm Monitoring System (CAMS) 24/7. The CAMS system must be able to communicate with a central monitoring location and provide a dedicated response to alarm activations. The contractor will also be required to provide monthly statistics on incidents involving the CAMS notifications. Some key aspects of the job include:
* Providing monitoring of the Government furnished Central Alarm Monitoring Systems (CAMS) 24-hours a day, seven (7) days a week.
* Maintaining a complete maintenance log, with updates submitted to the COR monthly.
* Ensuring that the CAMS system is configured to enunciate to the dedicated response team and the RSO Duty Officer in the event of alarm activation.
* Providing the COR monthly statistics showing all incidents involving the CAMS notifications.
* Ensuring that the response team arrives to the location within 10-15 minutes of alarm activation.
* Conducting a final walkthrough with Post security and facilities staff to verify proper operation/installation, cleanliness of work areas, and satisfactory restoration of all affected surfaces.
Some of the key requirements for the contractor include:
* Providing a quote for service provider owned alarm systems completely provided and maintained from the service provider.
* Providing a quote for service provider owned communications modules to be installed in existing AES 5100 and 6100 systems.
* Ensuring that the CAMS system is monitored 24/7 and has a 24/7 dedicated response.
* Ensuring that the response service does not need to be armed with firearms.
* Providing a CAMS Manager to oversee the daily operations of the CAMS System Operations.
* Ensuring that the CAMS Manager possesses a high school diploma or equivalent diploma, speaks and writes English and the local language at Level 3 proficiency.
* Ensuring that the CAMS Manager demonstrates ability to operate the CAMS Computer system, Computer literacy, and Maintains professional demeanor under high stress circumstances.
