Event Staffing Services

The City of Newport News is soliciting qualified firms to provide comprehensive event staffing for a variety of special events throughout the year, supporting the Department of Parks and Recreation. The contractor must supply certified supervisors, stage‑hand personnel, golf‑cart operators, and staff trained in alcohol‑boundary management (TIPS), as well as unarmed security and parking assistance. Staffing must be flexible to cover multi‑day events, holidays, and extended shifts up to 13 hours, with the ability to adapt to last‑minute changes and provide advance staffing plans ten days before each event. The contract is a one‑year blanket purchase order with four optional one‑year renewals and a possible six‑month extension. • Provide supervisory and support staff for setup, production, and breakdown of events, including Stageline SL 100 mobile stage certification. • Staff must be TIPS‑certified for alcohol boundary management (10‑15 certified personnel minimum). • Duties include venue setup, equipment handling, waste removal, parking assistance, and unarmed security under City direction. • Service locations span multiple parks, the city center, the airport, and various parade routes throughout Newport News. • Contractor must maintain liability, automobile, umbrella, and workers’ compensation insurance meeting specified limits. • Invoicing to City Finance; payment upon receipt of valid invoice; contract value to be determined via price proposal.
