General Employee Wage Study

The City of Lakeland is soliciting proposals from qualified firms to conduct a General Employee Wage Study. The goal of this study is to evaluate the competitiveness of the City's compensation levels by comparing the minimum, midpoint, and maximum salaries for non-bargaining classifications with those with similar roles in peer organizations. The study will include 1,663 budgeted positions, consisting of 493 job classifications. The selected vendor will be required to provide a comprehensive Wage Study Report, including compensation data tables, market position summary, and observations and conclusions. The vendor will also be required to provide electronic copies of all reports and data in Excel and PDF formats, and to make a final presentation to City leadership. • The City of Lakeland has approximately 2,453 budgeted positions, with 1,663 positions included in this study. • The study will include non-bargaining job classifications, with positions covered by collective bargaining units excluded. • The vendor will be required to identify and document compensation data from approved public sector peer agencies. • The vendor will be required to provide a brief narrative description of the methodology used for job matching and data validation. • The vendor will be required to provide recommendations in response to a limited request for evaluation regarding worker classification and Fair Labor Standards Act (FLSA) status, if requested by the City.
