Description

Montgomery County’s Stillwater Center is seeking a qualified vendor to provide non‑emergency medical transportation (NEMT) for approximately 98 residents, totaling roughly 1,040 one‑way trips per year. The contractor must be able to bill Medicare, Medicaid and other third‑party insurers, operate vehicles equipped for stretcher and wheelchair transport, and meet strict HIPAA, safety, and vehicle‑equipment requirements. Service hours include early‑morning pickups (5:00 am‑7:00 am) and standard daytime trips; weekend service is not required. The initial contract is for two years (through 12/31/2028) with up to three optional one‑year extensions. Proposals must be submitted electronically via OpenGov by 1:30 pm on October 28, 2026, and a mandatory pre‑proposal conference is scheduled for October 7, 2026. • Transport ~1,040 one‑way trips annually (≈20 round‑trips/week) for 98 residents. • Provide both stretcher (ALS) and wheelchair (BLS) services; 6‑10 stretcher & 5‑9 wheelchair trips per week. • Vehicles must have electrical hookups for oxygen, ventilators, etc., and be smoke‑free. • Early‑morning appointments (5‑7 am) are a regular requirement; weekend service not anticipated. • Contractor must handle billing to Medicaid/Medicare, submit detailed monthly invoices, and meet net‑60 payment terms. • Mandatory pre‑proposal meeting (Oct 7) and strict background‑check, licensing, and insurance obligations. • Contract term: 2 years with up to three 1‑year renewal options, subject to performance and funding.

Budget estimate

$60,000 – $150,000

The RFP does not disclose a total contract value. Based on the described volume (≈1,040 one‑way trips per year) and typical NEMT mileage rates in Ohio (~$2.00‑$2.50 per mile) plus standby and after‑hours fees, an annual spend of roughly $30,000‑$70,000 is plausible. Over the initial two‑year term, the contract could therefore range from $60,000 to $150,000, depending on actual mileage, mileage rates, and any additional service fees (e.g., long‑trip surcharges, standby days).
