Description

The City of New York’s Department of Parks and Recreation is seeking qualified concessionaires to negotiate a license for operating and maintaining food markets at multiple Manhattan sites (including Worth Square, Washington Square Park, and others) with an optional expansion to future locations. The concession is a 5‑year term, renewable only through negotiation, and will be awarded based on operating experience, financial capability, fee offer, and sustainability plans. Interested parties must contact the Deputy Director by May 15 2026 and submit proposals by May 15 2026 (5 PM). No competitive sealed bidding will be used; the city aims to capture revenue from upcoming high‑traffic events such as the 2026 FIFA World Cup and the nation’s 250th anniversary. • Operate and maintain food market concessions at up to nine listed Manhattan sites (potential for additional sites). • 5‑year license with no leasehold rights; revenue‑sharing and fee structure to be negotiated. • Evaluation criteria: operating experience, financial strength, fee proposal, integrated sustainability, and PASSPort questionnaire compliance. • Mandatory contact by May 15 2026; submission deadline also May 15 2026 5 PM. • Award will be based on negotiated terms; no competitive bid process.

Budget estimate

$5,000,000 – $15,000,000

The solicitation does not publish a specific fee, but typical NYC food‑market concessions generate significant revenue streams from vendor fees, percentage of sales, and ancillary services. Assuming an average annual concession fee of $1‑2 million per market and participation in 5–8 sites, the total annual budget to the operator could range from roughly $5 million to $15 million over the 5‑year term, translating to an estimated $5 million–$15 million total contract value. This estimate accounts for location foot‑traffic, event‑driven spikes (World Cup, 250th anniversary), and the city’s stated intent to capture “significant revenue.”
