INTENT TO AWARD A SOLE SOURCE, FIRM FIXED PRICE BASE AND OPTIONS CONTRACT FOR CRITCAL CARE PATIENT TRANSPORT TO THE UNIVERSITY OF ALABAMA

The Department of Veterans Affairs intends to award a sole source contract for critical care patient transport services to the University of Alabama. The contractor will provide 24-hour critical care transport services with specially equipped ambulances carrying a physician, registered nurse, and respiratory therapist as required. The contract includes a base period and four 1-year options. The contractor must provide all labor, materials, insurance, licenses, and equipment to provide safe and comfortable ambulance transportation. The contractor will not subcontract any work in support of Birmingham VAMC patient transports. • The contractor must meet a 15-minute response time for urgent/emergent critical care transport calls. • The contractor must provide a dispatcher/supervisor who is only performing dispatcher/supervision duties at all duty times of contractor drivers. • The contractor must provide service to veterans who may be added from other counties under the clinical jurisdiction of the Department of Veterans Affairs, Birmingham VA Medical Center. • The contractor must comply with all applicable Federal, State, and Local laws, including Department of Transportation regulations and Americans with Disabilities Act (ADA) requirements.
