Description

The County of Calaveras is soliciting proposals for a qualified California Foster Family Agency (FFA) to provide Therapeutic Foster Care (TFC) services for children and youth under the age of 21 placed in foster care by the Calaveras County Health and Human Services Agency (HHSA) and who are on or eligible for Med-Cal coverage. The selected Respondent will provide Medi-Cal SMHS through Early Periodic Screening, Diagnostic and Treatment (EPSDT) services delivered by resource parents. Key responsibilities include recruiting, training, and supervising TFC homes, providing 24/7 therapeutic services and support, and participating in the Child and Family Team (CFT) in the care planning, monitoring, and review process. • TFC service model is a short-term, intensive, highly coordinated, trauma-informed, and individualized rehabilitative service • TFC parents serve as a key participant in the therapeutic treatment process of the child/youth • TFC services assist the child/youth in achieving client plan goals and objectives, improve functioning and well-being, and help the child/youth to remain in community settings • TFC service model allows for the provision of certain Medi-Cal Specialty Mental Health Services (SMHS) components available under the ESPDT benefit as a home-based alternative to high-level care in institutional settings • TFC homes may also serve as a step-down from Short Term Residential Therapeutic Programs (STRTPs)

Budget estimate

$365,000 – $547,500

Based on the information provided, it is difficult to estimate the exact budget for this opportunity. However, considering the scope of work, which includes providing Therapeutic Foster Care services to children and youth, and the fact that the selected Respondent will be reimbursed for specialty mental health services in accordance with the terms of the contract with Calaveras County, the budget could be substantial. The contract term is approximately 1 year, and the Respondent will be paid an all-inclusive per diem rate under Medi-Cal. Assuming an average daily rate of $200-300 per child, and considering the Respondent will provide services for at least 5 clients at a time, the estimated annual budget could be in the range of $365,000 to $547,500.
