The Town of Chapel Hill is seeking a qualified consulting firm to conduct a HUD‑compliant Capital Needs Assessment (CNA) of its 296‑unit public‑housing portfolio and to develop a comprehensive Asset Repositioning Strategy. The consultant must use the HUD CNA eTool, inspect a statistically‑sampled portion of occupied units, all vacant units, and community facilities, and produce a 20‑year capital‑needs schedule with cost estimates. The second phase requires evaluating repositioning options (RAD, Section 18, PBV, TPV, redevelopment, off‑site “build‑first” strategies), performing financial analysis, and presenting recommendations to town leadership and stakeholders. An optional Phase I Environmental Site Assessment may be performed and incorporated into the financial model. Deliverables include draft and final reports, electronic data sets, and at least two stakeholder presentations.
