Description

The State of Maryland’s Department of Information Technology (DoIT) is seeking a qualified contractor to design, furnish, install, test, and commission an in‑building radio coverage solution for the Cruise Maryland Terminal. The effort is a task order under the Radio Communications 2018 Master Contract and requires a bi‑directional amplifier (BDA) and distributed antenna system (DAS) that meet NFPA fire and life‑safety standards, provide specified signal strength and coverage reliability, and integrate with the statewide MD FiRST public‑safety radio network. The contract is firm‑fixed‑price, includes a 2‑year warranty/maintenance period, and mandates training for state personnel, detailed documentation, and a 30‑day post‑installation acceptance period. • Design a LMR‑grade in‑building antenna/amplifier system (BDA + DAS) covering ~65,880 sq ft. • Meet NFPA 1, 101, 1221 standards and achieve –90 dBm inbound/outbound signal strength. • Provide 99 % reliability in critical areas and 90 % in general areas, with DAQ ≥ 3.4. • Install hardware, perform grid‑based RF testing, and deliver as‑built drawings. • Conduct training for MD FiRST and Maryland Port Administration staff. • Supply 2 years of warranty/maintenance and support after final acceptance. • Complete design, installation, testing, and documentation within 180 working days from Notice to Proceed. • All work to be coordinated with the State Project Manager and may require after‑hours access.

Budget estimate

$300,000 – $600,000

Based on the scope (design, equipment procurement, installation of a BDA/DAS for a ~66k sq ft facility, testing, training, documentation, and a 2‑year warranty), a typical market rate for similar public‑safety RF projects ranges from $300 k to $600 k. Equipment (amplifiers, antennas, cabling) may represent roughly 40‑50 % of the total, labor and engineering 30‑35 %, testing and commissioning 10‑15 %, and warranty/maintenance the remainder. The estimate assumes a qualified master contractor with existing radio‑system experience and does not account for any extraordinary site constraints that could push costs higher.
