Revenue Meters SCADA Upgrade

The City of Richmond is seeking bids from qualified firms for general construction services related to the replacement of wholesale water revenue meter systems. The project involves replacing distributed process controller (DPC) systems with Programmable Logic Controllers (PLC) in new or existing control cabinets, as well as replacing associated Supervisory Control and Data Acquisition (SCADA) and controls system hardware. The work will be performed at nine sites in the Richmond water distribution system. The contractor will be responsible for furnishing all labor, materials, equipment, and services necessary to complete the project. • Replacement of DPC systems with PLC systems • Replacement of SCADA and controls system hardware • Installation of new control panels and PLCs • Modification of existing concrete pads • Installation of new antennas and Uninterruptible Power Supplies • Programming and configuration of SCADA systems • Field acceptance testing of new PLC and SCADA systems
