Description

The State of Michigan’s Bureau of State Lottery is seeking two qualified videographers to record all Sunday lottery drawings (and any additional drawings not covered by the broadcast partner) for an anticipated three‑year contract with two optional one‑year extensions. The award will be a firm‑fixed‑price contract; the successful vendors must demonstrate camera operation expertise, flexible availability (including evenings, weekends, holidays), and the ability to work at least two Sundays each month. Proposals must be submitted electronically by October 14, 2026, and questions are due by October 6, 2026. Evaluation will be based on technical capability (60 % of score) and price (40 % of score) with a minimum technical threshold of 80 points. The contract will become a public record upon submission and may be posted after award. • Record all Sunday lottery drawings and any other non‑broadcast drawings. • Provide two videographers to share duties, ensuring coverage of at least two Sundays per month. • Contract term: 3 years base, with two optional one‑year extensions. • Mandatory technical requirements: camera operation skill, availability evenings/weekends/holidays, email capability, and maintenance of personnel records. • Submission deadline: 3:00 p.m. ET, Oct 14, 2026; questions due by Oct 6, 2026. • Evaluation: 20 % Service Capabilities, 40 % Availability, 30 % Prior Experience, 10 % Vendor Questions. • No price ceiling disclosed; contract value expected to be in the mid‑hundreds of thousands over the base term.

Budget estimate

$300,000 – $600,000

The solicitation does not disclose a contract ceiling. Based on typical rates for professional videography (≈ $500–$800 per day per videographer) and the requirement to cover at least two Sundays each month (≈ 24 days per year), the annual spend is roughly $12,000–$19,200 per videographer, or $24,000–$38,400 total. Adding expenses for travel, equipment, post‑production, and a modest profit margin brings the yearly contract value to an estimated $100,000–$150,000. Over the three‑year base term, the total contract value is therefore projected between $300,000 and $450,000, with optional years potentially adding similar amounts.
