The Salem Area Mass Transit District (SAMTD) is seeking to renew an existing service contract with Service Edge Solutions Inc. for the Transit Boardings Estimation and Simulation Tool (TBEST) software. The contract will provide TBEST technical support services, including data configuration and on-call technical support, for a period of 3 years. The TBEST software is a decision support tool that allows planners to effectively communicate complex transportation issues to agency executives, governing bodies, and the public. The software is used by the SAMTD Planning and Development department to plan and analyze existing routes and bus stops, and to support strategic and service planning efforts.
• The contract will include support for updating the base parcel data of the SAMTD TBEST system in 2027.
• The contractor will provide on-call technical support for special projects, such as APC data integration, from July 2026 to July 2029.
• The TBEST software is a cost-effective way of predicting ridership and a data-driven approach for studying new route alignments, serving existing "transit deserts," and estimating the costs for future changes to transit service system-wide.
