Description

The Washington State Department of Commerce seeks a qualified consulting firm to develop a Programmatic Environmental Impact Statement (PEIS) supporting Transit‑Oriented Development (TOD) across the state. The contractor will conduct scoping, stakeholder engagement, baseline data analysis, alternatives assessment, and mitigation planning, delivering a comprehensive PEIS that local jurisdictions can use to streamline SEPA/NEPA reviews. The work is budget‑capped at $500,000 for the base period, with an optional extension up to $300,000 pending legislative approval. • Scope includes scoping, methodology development, baseline & alternatives analysis (density, contamination, climate, habitat, displacement, etc.). • Required deliverables: draft and final PEIS, public‑engagement reports, methodology documentation, and supplemental materials for local review. • Proposal must include a technical approach, management plan, staffing hour allocations, references, and required certifications (OMWBE/WDVA, workers‑rights). • A pre‑proposal virtual conference is scheduled for 20 Aug 2026; questions are due by 27 Aug 2026. • Contract period runs from early November 2026 through June 2027, with a possible extension to Dec 2027 if additional funding is authorized.

Budget estimate

$400,000 – $800,000

The solicitation caps the base‑period contract at $500,000 and earmarks up to an additional $300,000 for a possible extension, yielding a total potential award range of $500‑$800 k. Accounting for typical consulting overhead and profit margins, a realistic earnings estimate for a qualified firm would fall between $400,000 (if only the base period is performed) and $800,000 (if the extension is funded and executed).
