The Massachusetts Department of Revenue is seeking market information for a large‑scale migration of roughly 30 TB of legacy file‑server data (23 servers, ~730 top‑level folders, ~1,800 end‑users) to Microsoft 365 SharePoint Online (mass.gov tenant, G5 license). The effort will include pilot migrations, wave‑by‑wave execution, permission restructuring, governance configuration, reporting, and tier‑2 support. DOR will provide privileged server accounts, Microsoft Migration Manager and Sharegate licenses, and internal staff for tier‑1 support and project management. Vendors must comply with IRS Publication 1075, state security policies, and work remotely from U.S.‑based laptops. No end‑user training, records‑management, or decommissioning is in scope.
