Daycare Licensing and Certification

The Butler County Department of Job and Family Services is seeking a qualified vendor to manage the full licensing and certification lifecycle for family‑child‑care providers (Type A, Type B, and In‑Home Aides) throughout the county. The contractor will be responsible for recruiting providers, processing applications, conducting bi‑annual inspections, handling complaints, managing data entry into the state licensing system, and providing ongoing technical assistance and training, all while complying with Ohio statutes and confidentiality requirements. The contract runs for three fiscal years beginning August 1 2026, with a hard‑deadline submission on May 15 2026. • Manage recruitment, marketing, application review, and recommendation of licensing decisions within 90 days. • Perform at least two inspections per provider each year (one unannounced) and issue reports within 7 days. • Handle complaints, location changes, and record‑keeping per OAC 5101:2‑13 regulations; enter all data into OCLQS promptly. • Provide qualified staff with background checks, maintain confidentiality, and furnish required performance bonds/escrow.
