RFP: Broker of Record Services - Health Benefits - EUS

The Morris‑Union Jointure Commission is seeking a qualified insurance broker to serve as the “Broker of Record” for all employee health‑benefit programs. The contractor will manage procurement, evaluation, compliance, claims support, and ongoing liaison duties for the district’s health‑benefit plans, ensuring equal‑or‑better coverage and adherence to federal and state regulations throughout a 14‑month term. • Procure and negotiate health‑insurance contracts, solicit competitive proposals, and produce recommendation reports. • Review existing coverage (Horizon PPO, POS, NJEHP, GSHP, dental, vision, FSA/DCF) and compare to new offers. • Provide monthly claims analysis, grievance assistance, and updates on relevant statutes and regulations. • Maintain the district’s benefits portal, coordinate carrier presentations, and support retiree health‑benefit inquiries. • Deliver all services within a flat‑fee structure (no carrier commissions) and submit any extraordinary‑service work on an hourly rate basis.
