This Sources Sought notice seeks qualified firms to provide data‑science and statistical consulting services for USDA’s Economic Research Service (ERS) to extend the Food‑at‑Home Monthly Area Prices (F‑MAP) dataset. The contractor will develop retail‑scanner weights, convert existing SAS code to R for UPC‑to‑EFPG mapping, compute weighted and un‑weighted price indexes, and deliver code, datasets, and documentation. Additional responsibilities include virtual training for ERS staff and optional support for 2024 data and 2025 troubleshooting. The effort is a fixed‑price, two‑year contract with quarterly progress reports. • Build and document store‑level weights and replicate weights for 2023 (and optionally 2024) retail scanner data. • Convert SAS mapping and estimation routines to R, produce UPC‑EFPG crosswalks, and generate F‑MAP price index datasets for multiple geographies. • Provide user documentation, CSV/Excel deliverables, and virtual training sessions, plus ongoing technical assistance.
