Description
The Department of Water Resources (DWR) seeks a qualified commercial helicopter operator to provide on‑demand professional helicopter flight services throughout California for a three‑year period. The contractor must furnish at least one Bell 407‑type (or equivalent) helicopter, qualified pilots, and all required crew, equipment, and ground support to execute videography, photography, passenger and equipment transport, and emergency response missions. Services include mounting camera rigs, real‑time flight tracking, and the ability to mobilize within hours for emergencies or weeks for scheduled flights, with occasional overnight assignments.
• Provide a Bell 407‑type helicopter (or equivalent) meeting specific payload, fuel, and equipment specifications.
• Supply FAA‑certified pilots (commercial certificate, 2,000+ hrs, 80 hrs aerial‑photography experience) and ensure compliance with Part 135 and Part 133 regulations.
• Perform up to ~40 flight hours per year, responding to routine requests weeks in advance and emergency orders within 4 hours, with capability for night‑time or overnight missions when needed.
