Description
Minot State University, on behalf of the State of North Dakota, seeks a vendor to deliver a comprehensive Scholarship Management System (SMS) covering the full lifecycle from project kickoff through design, configuration, data conversion, integration with PeopleSoft and TargetX, testing, training, implementation, and post‑implementation support. The contract will span five years with an optional five‑year renewal, requiring U.S.-based data hosting, robust security controls, single sign‑on via Azure AD, and compliance with State security standards. The award will be based on an 80 % technical and 20 % cost evaluation.
• Deliver a complete end‑to‑end scholarship‑administration platform (application, award, reporting, communications).
• Provide integration with PeopleSoft Campus Solutions, TargetX, and PeopleSoft Financials, plus data conversion from legacy systems.
• Meet stringent security, SaaS hosting (U.S. only), SSO, accessibility, and audit‑log requirements, and supply 10 % retainage until final acceptance.
