Enterprise Resource Planning (ERP) Advisory and Procurement Services Consultant

The City of Norwalk is seeking an experienced ERP Advisory and Procurement Consulting firm to guide the municipality through a full lifecycle ERP replacement – from needs‑assessment through RFP development, vendor selection, and optional post‑selection implementation support. The consultant will work both onsite and remotely, delivering structured project planning, detailed functional/technical requirements, procurement documents, evaluation tools, and a final recommendation to the City Council. • Conduct comprehensive current‑state analysis, gap analysis, and readiness assessment for a new ERP system. • Develop the full ERP Request for Proposal, including requirements matrix, TCO template, and evaluation criteria. • Assist the City in evaluating proposals, coordinating vendor demos, performing due‑diligence, and negotiating the final contract; optional transition planning and implementation advisory available. • Deliver all deliverables on a schedule that culminates in a selection recommendation by June 30, 2027.
