Project Management Oversight Services-Energy Savings Performance Contract (ESPC) Phase 2

The University of Connecticut is seeking a qualified consultant to provide project management oversight services for the Energy Savings Performance Contract (ESPC) Phase 2. The selected consultant will be responsible for managing and directing all phases of the project, including design, construction, and closeout. The scope of work includes energy conservation measures such as replacement of steam/condensate lines, solar canopies, battery storage, and water conservation. The consultant will also be responsible for providing document control, supporting requisitions, and attending meetings. • The project is located at the Storrs Campus and regional campuses. • The anticipated contract issuance date is 3/1/2026. • The program duration is 2 years with an option to extend for three 1-year extensions. • The proposed construction budget for this project is $30,000,000. • The consultant should have experience in energy conservation and project management. • A team of at least 2-3 people is required to support this request, including a project manager and a field technician. • The consultant should provide a narrative of their approach, including technical approach, quality assurance/quality control, and cost control and budgeting. • Previous relevant experience and proposed team qualifications are required.
