NASA’s Marshall Space Flight Center is conducting market research via an RFI to identify capable commercial or domestic contractors able to provide comprehensive tugboat services, vessel technical assessment, routine maintenance, and shipyard‑level repair/upgrades for the NASA Barge Pegasus (310 ft, 1,457 ton displacement). The effort includes towing the barge between multiple NASA facilities (MAF, MSFC, SSC, KSC), day‑to‑day technical support, a full technical condition assessment, and subsequent shipyard maintenance or modernization as needed. Respondents must outline capabilities, relevant experience, operational plans, and a rough order‑of‑magnitude cost estimate.
• Tug services for 4–5 annual tows, handling both short‑haul (≈12 h) and extended missions.
• Ongoing vessel maintenance, diagnostics, and compliance with ABS, USCG, MARPOL, SOLAS standards.
• Technical assessment and shipyard repair/upgrade recommendations, including cost and schedule estimates.
• Required documentation: company overview, technical capabilities, operational plan, ROM cost estimate, risk and safety approach.
