EMPLOYEE ASSISTANCE PROGRAM (EAP) ADMINISTRATOR

The Township of Toms River is seeking a vendor to provide Employee Assistance Program (EAP) services to its employees and their immediate family members. The selected vendor will provide assessment and counseling services, including six sessions of EAP model assessment and counseling, employee and supervisory orientation, yearly employee and/or supervisory training, and other services. The contract will be for a period of 12 months, commencing on March 1, 2026, and ending on February 28, 2027. The vendor will be required to provide services to approximately 500 full-time employees and 50 part-time employees of the Township, as well as approximately 200 full-time employees of the Toms River Fire District #1. Some of the key services to be provided include: • Employee and Supervisory Orientation(s) at start-up • Yearly Employee and/or Supervisory training • DOT/SAP Evaluations of CDL employees testing positive • Critical Incident Debriefing (CISD) or Crisis Intervention on an as-needed basis • On Site Crisis Response • Supervisory Consultations as needed • Quarterly Utilization reports • Employee promotional materials distributed regularly • Referral support, tracking, follow up and reporting • 24-hour phone access handling routine appointments within 72 hours • Emergent appointments scheduled within 24 hours • Face-to-face consultation as opposed to just phone consultation
