1.1. Purpose of the RFP Chemung County is seeking proposals from qualified Architectural and Engineering (A/E) firms to provide planning, design, architectural, engineering, structural, MEP, civil, site design, in support of the HVAC Project at 150 Lake Street. The award will be made based on Best Value under NYS General Municipal Law §103, or pursuant to the local government’s §104-b procurement policy for professional services. This solicitation follows an outcome-based approach—focusing on results, performance, value, and service quality rather than the volume of boilerplate technical tasks.
