CONSULTANT SERVICES TO OBTAIN A CONVENTION CENTER MANAGEMENT OPERATOR

The City of Riverside is seeking a qualified consulting firm to act as its technical advisor in the procurement, evaluation, and negotiation of a new management contract for the Riverside Convention Center. The consultant will assess existing operations, conduct market and operator benchmarking, design the solicitation process, prepare the full RFP package, administer the bid process, evaluate proposals, and support negotiations to finalize a management agreement. The effort is scoped as eight distinct tasks, culminating in a final agreement and transition plan. The contract runs through 12/31/2028 (initial term) with a possible extension, and the consulting services are to be delivered on a fixed‑price basis with a total Not‑to‑Exceed amount to be proposed by the vendor. • Evaluate current convention‑center operations and financial performance. • Develop market analysis, benchmark comparable facilities, and identify qualified operators. • Design and issue a competitive RFP, manage the solicitation, and score proposals. • Provide negotiation support and draft the final management‑operator agreement. • Deliver transition and implementation recommendations, including KPIs and reporting frameworks.
