RFP - Extended Case Management for Asylum Seekers 2025-27

The State of Oregon, acting by and through the Oregon Department of Human Services, Office of Self-Sufficiency Programs, Refugee Programs, is issuing this Request for Proposal under the provisions of ORS 279B.060 for extended case management for asylum seekers 2025-2027. The proposal should include the following attachments: Proposer Information and Certification Sheet, Key Persons and Resumes, Technical Proposal, Reference Checks, Budget and Justification, Responsibility Inquiry, and Certified Disadvantaged Business Outreach Plan. The scope of work includes providing extended case management services to asylum seekers. • Proposer must have experience in providing case management services to refugees or similar populations. • Proposer must have a written policy and practice that meets the requirements described in ORS 279A.112 for preventing sexual harassment, sexual assault, and discrimination against employees. • Proposer must comply with ORS 652.220 and not unlawfully discriminate against any of its employees in the payment of wages or other compensation. • Proposer must certify that it is not engaged in the provision of broadband Internet access service or is in compliance with Oregon Laws 2018, Chapter 88 (HB 4155) and applicable Public Utility Commission rules. • Proposer must certify that it is not included on the "Specially Designated Nationals and Blocked Persons" list maintained by the Office of Foreign Assets Control of the United States Department of the Treasury or the government-wide exclusions lists in the System for Award Management.
