Description

The City of San Diego seeks a qualified contractor to provide off‑grid electric‑vehicle charging solutions that can be purchased, leased, or rented for temporary or permanent use across a variety of municipal sites. The contractor must deliver fully‑integrated charging units that operate without connection to the municipal power grid, incorporate on‑site renewable generation and storage, and meet strict technical, safety, and performance standards. The contract is a five‑year, firm‑fixed‑price agreement with a maximum value of $3 million, and the City will award to the most responsive and lowest‑priced proposal that satisfies all technical and operational criteria. • Provide off‑grid EV charging units (L2, L2‑fast, or DCFC) with renewable generation and ≥ 30 kWh storage. • Deploy units at diverse City locations (parking garages, parks, beaches, libraries, office buildings, disaster‑response sites). • Meet certifications (UL 2594/2202, ISO 15118, OCCP ≥ 1.6, ADA compliance) and maintain ≥ 90 % uptime, 4‑hour off‑grid operation. • Include a remote monitoring platform, maintenance plan, and optional payment‑system integration.

Budget estimate

$2,000,000 – $3,000,000

The RFP caps the contract at $3 million, and given the technical complexity, a realistic earnings range would be between roughly $2 million (for a leaner scope or lower unit count) up to the full $3 million ceiling if the contractor secures the maximum allowable quantity and pricing. This estimate assumes the contractor covers equipment, installation, maintenance, and ancillary services over the five‑year term.
