PRINTING TERM CONTRACT, SPR10, CIGARETTE TAX STAMPS

The State of Ohio is seeking a contractor to provide cigarette tax stamps for a two-year term period. The estimated usage will be one billion stamps. The contractor will be responsible for designing, producing, and delivering the stamps. The stamps must meet certain security features and be compatible with the stamp-applying machines currently used by Ohio's licensed wholesale cigarette dealers. The contractor will also be required to provide a demonstration of the satisfactory machine-application of the stamps. • The contract will be for a two-year term with a possible two-year extension. • The contractor must provide a detailed statement explaining the system for protecting the State against unlawful reproduction of the stamps. • The contractor must provide equipment and training to help Taxation authenticate the stamps and detect counterfeits. • The contractor will be responsible for rotating stock and making deliveries within 45 days of receipt of an order.
