Description
The Texas School for the Deaf (TSD) is issuing RFQ 7‑981‑002 to obtain qualified legal counsel specializing in special‑education law. The contractor will represent TSD in special‑education and Section 504 matters before municipal, county, state, and federal courts, as well as before the Texas Education Agency, Office for Civil Rights, and other civil‑rights bodies. Services include case representation, advice on student eligibility, IEPs, placement, discipline, dispute prevention, and participation in ARD committee meetings (in‑person, phone, or video). The contract runs from 1 Nov 2026 to 31 Aug 2027 (with possible 12‑month extension) and may be terminated by mutual agreement or for convenience with 30‑day notice. TSD will pay monthly invoices submitted within 30 days of service.
• Required minimum: law firm with ≥5 years special‑education law experience and ≥3 similar contracts in past 5 years.
• Preferred: experience with deaf/hard‑of‑hearing community and Texas school districts.
• Deliverables: legal representation, counsel, document preparation, and attendance at hearings/meetings.
• Submission deadline: 13 Oct 2026 3:00 PM CST; proposals may be mailed or emailed.
• Evaluation: 20 % fee structure, 80 % qualifications/experience.
